Federal Health and Safety Programs have been infected with a corporate virus and its new variant - smart regulation disease. The virus attacks the regulatory system and turns guardians of public health into promoters of involuntary and uncontrollable health hazards and risk. It incapacitates the ethical immune system and the statutory duty of care. The results produce jaundiced regulatory behaviour that puts commercial interests before the protection of human life.
Symptoms
Authorities infected with the virus refer to industry as the client and the public as stakeholders. When talking about bad things being put into our food, air and water, they speak a strange language: sound science-based risk management frameworks consistent with WTO/GATS/SPS disciplines and investment friendliness. Other symptoms include strong allergic reactions to: the Precautionary Principle, openness, transparency, accountability, and the public interest.
System-Wide Failure
The virus integrates market openness into the health and safety regulatory process. Some recent results include: tainted jail blood, toxic drugs, adulterated food, contaminated water, hazardous medical devices and BSE. Death and serious injury in the tens of thousands since the virus fist appeared in Canada in the early-1980s. However, the infected agencies do not monitor deaths caused by toxic drugs and food pathogens and will fight any attempt to compensate their victims.

First introduced into environmental and health regulatory agencies by the Reagan administration in the U.S. and the Thatcher government in the U.K. Introduced into Canada by the Mulroney regime and systematically spread by the Chrétien government. Corporate virus infection - and the accompanying conflict of interest - are now viewed as virtues in Ottawa because they are believed to unleash business energies.
Treatment
Criminal prosecutions of Ministers of Health, past and present, and the Prime Ministers who issued mandates to infect federal health and safety programs with the corporate virus, may be required. Precautionary advice: Better find out what kind of mandate the next Prime Minister will give his Minister of Health.
